History of the Establishment of the Quality Assurance Agency (BPM) UNISMA


university Of islam (UNISMA) as a university that strives to continuously improve the quality of its graduates so that they can compete in the job market and always strive to improve services to employees stakeholder-nya. Efforts to improve these services are carried out by improving the quality of resources and maintaining the quality of the process. Quality assurance processes were initially based on academic manuals and performance evaluations through leadership meetings and technical implementation.


Internal quality assurance at the institutional level began to be implemented in line with Unisma's involvement in competition Grant Programs organized by DIKTI with the formation of a Monitoring and Evaluation Team (Tim Monevin) through the Chancellor's Decree Number: 256/L.16/U.XII/2004. Monitoring and evaluation activities carried out by the Monevin Team are still monitoring and evaluating the implementation of the Grant Programs obtained by several units in UNISMA carried out periodically per year. 3 month or in certain circumstances incidental. Since the establishment of the Monevin Team, UNISMA has fully realized that the Monevin Team is an embryo for the establishment of a Quality Assurance Unit that performs a quality assurance function not only in grant programs., but will also carry out Institutional quality assurance activities. Year 2007 issued by Rector's Decree No. 64/L.16/U.III/2007 concerning the organization and work procedures of the Quality Assurance Unit of the Islamic University of Malang, and SK No. 297/L.16/U.V/2007 concerning Personnel of Quality Assurance Center (PPM) Islamic University of Malang period 2007-2011. Which has now been changed to the Quality Assurance Agency (BPM) according to the Rector's Decree No: 209/G152/U.UK/R/L.16/IV/2019 dated 16 April 2019 about Termination of Quality Assurance Center Personnel (PPM) and Appointment of Personnel of the Quality Assurance Agency (BPM) university Of islam. The BPM structure consists of a Chair who is assisted by two members and one administrative staff.


So far, external quality assurance is still quality assurance through BAN PT accreditation. In an effort to increase the value of accreditation, quality assurance efforts are improved through dialogue or tracing using questionnaires to students and stakeholder. Besides that tracer study has been carried out by study programs/departments through alumni who are already working or several user where the alumni concerned work. University level tracer study performed by Centre Development Carier.


Unisma's commitment to improving the quality of study programs is realized by constantly encouraging each study program to increase its level of accreditation. Weaknesses related to the low level of accreditation are followed up by encouraging the weak side to be improved. For study programs that are weak in the field of human resources, they are encouraged to improve the quality of their resources through degree training nor non degree training. For study programs that have weak points in the field of research, they are encouraged to be able to increase lecturers' research motivation through workshop as well as various forms of training.


Since the Agricultural Socio-Economic Study Program, Faculty of Agriculture, received the Semi Que grant program in 2003 – 2004, UNISMA has started to implement an internal quality assurance system at the institutional level. In the following year several study programs at UNISMA received competition grant programs, both A-1 and A-2. However, until then the monitoring and evaluation activities carried out by the Monevin Team still revolved around monitoring and evaluating the implementation of the grant programs obtained.. Monitoring and evaluation is carried out periodically every three months or in certain circumstances it is incidental. This monevin team is an embryo for the establishment of a quality assurance unit that conducts monevin not only for grant programs, but also for all institutional activities so that UNISMA is able to produce graduates who have high competitiveness.


Based on good practices from Team Monevin . performance, UNISMA is well aware that the implementation of the quality assurance process is a necessity that cannot be delayed in an effort to meet demands stakeholder especially Law No. 20 year 2003 The National Education System has mandated the implementation of standards and quality assurance mechanisms for every higher education institution, then on date 13 March 2007 The Chancellor issued Decree Number 64/L.16/U.III/2007 concerning the Organization and Work Procedure of the Quality Assurance Unit of the Islamic University of Malang.


SK Number 64/L.16/U.III/2007 is expected to be a guide for implementing quality assurance, at the same time can create an accelerated process of quality assurance at UNISMA. In order for the implementation of quality assurance at UNISMA to be realized as soon as possible, on 12 May 2007 The Chancellor issued a Decree No. 297/L.16/U.V/2007 concerning the Personnel of the Quality Assurance Center of the Islamic University of Malang period 2007 – 2011.


Institutional quality targets in the form of UNISMA goals that have not been described in the annual targets sasaran, however, in several units implementing grant funds, quality targets have been set with quality procedures and monitoring and evaluation mechanisms. In the field of education, implementers are required to be able to set mid-year and one-year targets related to key indicators such as graduate GPA, student study period, long waiting time for graduates, first salary earned, in the field of research, research institutes have set targets for research funded by institutions, Funds from Dikti, and other external funds. The quality of the research from year to year has also been determined. In the field of community service, which previously relied on KKN students,, also trying to be increased through funds such as Cybermas (Now Simlitabmas) and others. Good practices From the implementation of these various grants, UNISMA began to adopt it by establishing a Quality Assurance Unit in May 2007 by using the name Quality Assurance Center (PPM). The existing Quality Assurance Unit at UNISMA currently exists at the institutional level to the quality assurance unit at the faculty and study program level.. The processes of socializing the existence of the Quality Assurance Center are always carried out by the Chancellor in every meeting held. Internal monitoring and evaluation activities (Monev-In) carried out by the Monev-In Team which was formed by the Chancellor in 2004. The Monev-In Team is part of the Institutional Quality Assurance Unit, which will then be continued up to the level of the quality assurance unit at the unit and study program level.


In accordance with the Guidelines for the Academic Quality Assurance System (SPMA) issued DIKTI year 2006, Unism in year 2008 has compiled various quality instruments, including at the institutional level in the form of academic policies, academic standards, academic procedure manual. At the unit level in the form of faculty academic policies, academic standards, quality manual, and quality procedures, while at the level of quality assurance clusters in the form of graduate competency standards and learning procedure manuals. The learning process at Unisma has based itself on the SOP that was made, as well as procurement of goods and budget.


Based on the SPMPT Guidelines for the year 2008, which requires every university to develop a higher education quality assurance system that includes EPSBED, internal quality assurance and external quality assurance supported by the development of a university database (PDPT) according to PP number 19 year 2005 on National Education Standards (SNP), Unisma has tried to make improvements by developing PDPT and socializing SMPI guidelines 2008.


In line with the promulgation of Law No 12 year 2012 about Higher Education (UU Dikti) which confirms the integration of Higher Education Quality Assurance into a system so that it becomes a Higher Education Quality Assurance System (SPM Dikti), it is hoped that it will be able to realize a Quality Culture at UNISMA in accordance with the Higher Education Law.
